President Theodore Roosevelt originally for a series of U.S. Postage stamps commemorating
the Army, Navy and various war heros of the American Revolution , the War of 1812 and the
American Civil War . His dream was never realized until 1937 when President Franklin D. Roosevelt ,
who was a serious stamp collector himself, urged congress and the U.S. Post Office to issue the
long overdue Army and Navy Issue of 1937; Ten stamps consisting of two sets of five, one each for the Army and Navy, with denominations of 1c, 2c, 3c, 4c and 5c.
