The image of this document was signed by the government of the Democratic Republic of Vietnam and has been retained by the Japanese Ministry of Foreign Affairs. On 21 September 1973, at the office of the Permanent General Mission of Vietnam in Paris, the representatives of both the government of the State of Japan and the government of the Democratic Republic of Vietnam signed an “Exchange of Notes Concerning the Establishment of Diplomatic Relations Between Japan and the Democratic Republic of Vietnam” (with its original text being in French).
