Breast badge of the Armed Forces of the USSR, "Excellent in Military Construction". Instituted on 21 May 1954 by order 76 of the Defense Minister of the USSR. Awarded to military and civilian personnel of military units and organizations of construction and quartering of troops of the Ministry of Defense of the Soviet Union, for distinction in the performance of official duties, for achieving high results in work, or for active participation in important construction during military operations.
