Labbé is a professor of history and geography. He graduated from the University of Concepción, also has a diploma in environmental education and sustainable educational projects.^[2] Labbé has served as an environmental teacher and socio-environmental activism in the Biobío region. Labbé is currently a spokesperson for the “Save the Sanctuary” campaign; which seeks to protect the Península de Hualpén Nature Sanctuary, and the “Wallpen Territorial Coordinator”. He is also co-founder of the NGO "Colectivo El Queule", an initiative focused on promoting ecotourism, environmental education and research.^[2]

Labbé registered as an independent candidate for the 2021 constituent convention elections.^[3] He applied into district 20. This formed part of the Popular Constituent Assembly list. He was elected on May 15, 2021.^[4] Labbé integrated the transitory commission for Popular Participation and Territorial Equity, After the approval of the convention's regulations.
